Swedish electro-fuels (eFuels) project developer Liquid Wind AB has announced that it has submitted an environmental permit application for FlagshipTWO, its second commercial-scale green electro-fuel facility in Sweden, to the Land and Environment Court in Östersund.
In June 2022, Liquid Wind revealed that it was planning to develop a second commercial-scale eMethanol facility in Sundsvall, northeast Sweden together with municipal energy company Sundsvall Energi AB.
Assuming environmental and construction permitting are received according to plan, construction could begin in 2024 and the facility would be operational at the beginning of 2026.
We are excited to take our FlagshipTWO plans to the next level, and we hope for a transparent and efficient permit process. The facility will be an important part of the green transition in Sundsvall, the Region Västernorrland, and Sweden, as well as for the maritime industry’s global transition, said Claes Fredriksson, CEO and Founder of Liquid Wind.
FlagshipTWO will be built in cooperation with Sundsvall Energi and will be connected to Sundsvall Energi’s cogeneration plant Korstaverket, located near the harbour in Tunadal.

FlagshipTWO will capture carbon dioxide (CO2) from Korstaverket combined heat and power (CHP) plant.
The biogenic part of the CO2 captured will be combined with green hydrogen, produced from renewable electricity from newly established or future renewable electricity sources (such as wind power) and water to generate green synthetic methanol (eMethanol).
This will be eFuel will be used by the maritime industry
Once operational, FlagshipTWO will contribute to an estimated 283 000 tonnes reduction of CO2 emissions annually, primarily by replacing marine fossil fuels (approximately 199 000 tonnes of CO2) and through the capture and permanent storage of fossil CO2 (approximately 84 000 tons of CO2).
It is Sundsvall Energi’s project Phoenix that is applying for the carbon capture and storage (CCS) permit.
