Owned by Singapore-headed Tolaram Group, Horizon Pulp & Paper Ltd is an independent integrated pulp and paper mill operating in Kehra, Estonia. The company produces unbleached sack kraft papers, which are used for a number of applications in the packaging industry.

In September 2016, Urbas Energietechnik was awarded the contract to supply a 30 MWth and 4.3 MWe biomass-fired combined heat and power (CHP) plant to Horizon on a turnkey basis. The plant, which was commissioned at the end of 2019 supplies process steam and electricity to the mill and has now been handed over to the client.

The project represents the first CHP delivery by Urbas to the pulp and paper industry.
